- UI performance throttle

Where Mango is deployed on "modestly-powered" hosts, the user interface could potentially consume
more CPU than is acceptable. In such cases the UI can be instructed to check for updates less
frequently, and thus consume less CPU. In the majority of cases this should not be necessary.
