Looking at "Point Details" of a numeric datapoint there is a "History" table with an "Annotation" column.

What is supposed to appear there? Is it possible to set comments like User Comments?

No, you can't currently comment on a point value. The annotation will note when a point was set, either explicitly by a user, or by a set point handler.
